Honda Keihin 38770-MEE-613 Can not read ecu

Good day
I have a Honda Cbr 600rr 2003model.

Client lost chip in key.
I have a XDF and Bin file to disable immo, but having trouble to read ecu, Like ecu is in sleep mode and can not get it to read.

i have Honda Flasher and Hondaecu kline but can not get to read file on any one of them

Any assistance would be appriciated.
