Most of map is max value

Hi guys! I have a question for the more experienced of you . I have read a file from a VW Golf 1.4 TSI 170hp BLG ECU Bosch Med17.5.1 and when i open it in winols most of the values are max FFFF , only a tiny bit at de middle looks like a ecu file. Can you tell me if it is normal for this ecu or was the file read wronng ? if so , what could be the reasons of the wrong reading.... Also , do anyone have the damos for this file ? thank you very much in advance

Thank you very much ! I also have one more question , could be in the max value portion useful data ? like dcts , 1x1 maps etc .
