honda NC700 what tool to produce transponder

Hello, can someone advise please what tool will produce a working transponder from the dump of a 2012 honda NC700 motorcycle?
The ECU is 38770-MGS-L32 KEIHIN. Its a small ecu with one plug on it. I thank you in advance for your help.

2 option

without transponder programmer:
eerprom read and 12byte change write.
bike work. Antenna contact 100% Blank PCF7936 chip (new) and ignition switch ON and wait 10 sec. Ign. off and done.

with transponder programmer:
eeprom read.
full ID46 clone(all page writable) P0 P2 P1 write. after P3 write and close chip.
bike start without delay.
