After you downgraded back to 3.12 + jailbroke it, have you tried to install "FUZZYBAND" via cydia & see if that will downgrade your baseband so that you can unlock it again.
Not sure if it will work but it's worth a try as I have used Fuzzyband a few times to downgrade the baseband, but only up to the 3.12 firmware,
I have not gone to the 3.13 firmware yet.
Also if you have had your iphone with your provider for I think over 6 months, you will prob find that you can get it legally unlocked through them, (Free on contact or ?15 on pay & go)
I got mine done for Free through O2, not sure how other providers will do it..
Unlock my iPhone - iPhone (http://shop.o2.co.uk/update/unlockmyiphone.html)
Not sure if this will be any help for your unlock.

I noticed koi2281 (http://www.youtube.com/user/koi2281) downgraded his ipod not his "iphone". Which file would I select if I wanted to downgrad my iphone? Would it be iphone2.1_3.1.2_7D11_restore.ipsw or similar?
Thanks

Ian,
I have the new 16gb 3gs (only a week old )
Am I correct in thinking I can downgrade the phone to 3.1.2
then JB it.... I dont need to unlock it as I am happy with my carrier
Is the baseband only applicable for the unlocking side of it?
Ran F0recast and got this:
Serial: 8300*********
baseband: 5.12.01
bootlaoder: 6.4
model: MC131
unlockable: NO
Teathered: NO
Many thanks in advance
