TomTom - Map Meta File

Anyone know how or what to use to open and edit a TomTom Map META File.

I have downloaded a map with whats suppose to be its META File/Code, but it dont work using a activator saying it has a dct.error.

I can see loads of other codes for other maps, but how do I edit the META File to try these codes.
