Mercedes Benz E MY 1998 without keys

Customer have broken key (dropped on the ground ).

They dont have any working key. If anybody know what the process is to make new working key and which tool i must have.
Which ( china made ) tool you recomend.

Does everybody know how much cost if i send car to the benz dealer for new keys?

I think that be cheaper to buy AK400 tool.
