Vw golf 6 1.6tdi strange file read issue

Hi mates I have golf 6 1.6tdi 90cv pcr2.1 .car came with unlocked ecu already. I made full read trough obd with mpps 18 and kess also but all the time getting file size only 114kb. As we now it should be 2mb size. I made dozens this types ecu never had any problems. What it could be?

You can read lock and unlock with not problem but for write only unlock

Yes I know all unlock issues. Main reason that flash file after read only 114kb size .thats the main problem. It should be 2mb
