The car does not start. I read the eeprom ST7714 (95040). Does anyone know how to enter this key in the eeprom?

You call yourself locksmith then if you know how to do why want you help him. Passive Anti-Theft Systems (PATS), also called Ford Securilock, is a vehicle security feature introduced on 1996 and later Ford vehicles, if you know how to put keys in then why want you help him? Only way to solve detect the module that contains PATS. It is easy go to Service tab and look what module contains PATS programming function. Depending on the vehicle, it may be PCM, PATS, IC, and HEC etc...

I don't need to know how to do it manually - For me is enough to know that tools like Tango and TMPro2 can do it automatically if OBD not work

The problem is that the owner tried to start the car with a discharged battery. Since then errors in the ECU:
B1601
B1342
I have two keys for the car that worked before.
I don't have the tool mentioned by the guys above.
There is nothing else than to replace the ECU + key.

Buy cheap cable that is suitable for Forscan software - Download the free version from their site and do parameter resset and reprogram the keys
