Had issues with S-Types with many tools. Key programming is done by many tools, but remote programming is another thing. Some interfaces do not support the Ford SCP protocol, to program these remotes I use the genuine JLR interface + SDD/IDS.

what was the local locksmiths quote for of £300 , was that also them supplying the new flip remote key ? if so it may have been a reasonable quote as the trade price for an original complete flip remote key is around £280 for the unprogrammed key , of course second hand keys and aftermarket keys can be used which can lead to cheaper quotes , just depends on what quality of key he was quoting on at £300 as to whether a bargain or overpriced.
you say the equipment will be one time use so needs to be cheap , i can tell you that most of the kit out their struggles on the remotes on these old systems , the kits that are reliable on these are not cheap end of market and will all cost more than a good local auto locksmith wil charge you to do this .
the most reliable kit on these would of course be original sdd , next probably advanced diagnostics smart pro or mvp pro , all are way too dear to consider for a 1 time use. the cheaper chinese clones are hit amd miss so may be money down the drain .
alot struggle on the remote programming of the s type and xj as old system overlooked by many newer programmers.
so the locksmith that quoted you may well be a bargain if a genuine key is being used , dear if your supplying the key , dear if an aftermarket key , but he does have to guarantee it for 12 months too , but a locksmith with the correct tool for this will be cheaper than any tool you can buy that will do this.

Everybody thinks of just cheap kit nowadays
And how they'd like to do themselves. Next their advertising car key business on FB lol
This guy would have 100s businesses round Glasgow a few miles away.

A genuine fob would obviously cost - tho the JLR dealership where i live gave up years ago on these old models.
And who can blame em the new cars sell like hot cakes
