This Marelli dash have common problem with 9s12. It gets corrupted. Behavour is needles come down or erratic. If I remember well, carprog has a repair option for this.Or, write a good dump to it with known pin code and reprogramm it again on the car and keys

you didn't read the eeprom correctly or not the one you need

I read eeprom with several programmers and the files were identical ..
but I managed to read the Pin and encode the OBD dash
