besides having a dbox i also have a working dreambox dm500c . can i llift the cable service file and the bougets file from a dream box and place them into a sagem dbox

No. They are in different formats.

You can use programs like Dream Bouquetter or Dreambox Wizard or DreamboxEdit to load in a services file and you have the option to save it in another format.

But in my experience, by the time you've figured out how to use the program and get it to work, you could have done the bouquets on the box yourself using the remote .

You should still be able to load in a services file in enigma format and output it as neutrino.

Service scanning these days is almost 100% perfect that you shouldn't really need to do any of this.
