Rumor states in Germany BY LAW you have to put Vinter Tires on - think it must be a 'certain shape' of the tread or something

winter tyres are surface dependent,i changed mine on my spacewagon and in the wet conditions there is more contact with road and less wheel spin, snow compacted ice you would need studs for grip and stopping or without use the car in front.
you get stuck in a snow shower you will have more chance to keep on going on winter tyres.

Your not allowed to drive your Tank in Germany unless you have winter tires in the snow, its a danger to other road users in snow and ice they keep crashing into your tank...ask our expert he'll slid in a little later

Snow Tyres compound stay soft in cold ensuring more grip where as normal tyres become rigid.

snow different than ice, trust me when it snows put proper snow tyres on like contis and you will defo noticed difference. When ice forms its TOTALLY different, thats why when its down to the ice studs come out. I put snow tyres on every year and you notice a difference when its snow.

here's what the manufacturers say on the subject

Get a grip in the cold weather

In freezing conditions even a short journey can be a struggle, but more importantly, without winter tyres that same journey can become hazardous.
In the winter 48% of car accidents are the result of skidding. That?s just one of the reasons Peugeot strongly recommend that you fit winter tyres to your vehicle during the winter months. But there are plenty of other reasons too, including:
Improved handling and traction performance when the temperature drops below 7℃
Reducing braking distances by up to 20% (11 metres)
Increased grip levels of up to 50% in icy conditions - reducing the chance of skidding
Some European countries require that you fit winter tyres by law
Fitting winter tyres can save you money in the long run as it prolongs the life of your summer tyres
