    Bar offered 'most drunk' reward

Bosses from a Newcastle bar have been summoned to a licensing committee after revellers were set to be breath tested with a reward for the heaviest drinker.
Police and alcohol campaigners have strongly criticised staff at The Attic in Mosley Street, who have since cancelled the planned promotion.
The event, dubbed Trashed, was advertised on the internet, where drinks were promised at 50p.
Northumbria Police, said it wanted "to see an end" to similar promotions.
The attic said it wanted a fair competition, so felt necessary to ban Zaphod, and gmb.

I don't know what the fuss is about. I always understood that it was against the law for a Licencee to allow anybody to get intoxicated(drunk and uncatchable) on his premises.

Was this the same place that was reported in the news as offering refunds to people who were too sober at the end of the night? Something like if you were sober enough to drive at 2am you got a refund.
