Remember many a scramble at a few churches in Glasgow when I was a youngster and remember attending weddings as a teenager and the scramble being thrown as the Bride & Groom's car pulled away but even that was back in the early 70's. My wife also remembers scrambles at churches in Ardrossan, Ayrshire when she was younger.
I have lived in the South of England for a long time and have never seen it happen down here, so it is most likely a Scottish thing, unfortunately it has been a long time since I have been "back hame" to attend a wedding so have no idea if it still happens.

Here's a youtube film with the scramble near the end.

In dublin it was called a grushy it was the groom that would throw loose change and all the kids would rush up to gather it up never seen it at any wedding i was at. A elder brother once told me he was at a wedding where he seen the bride and grooms hands been tide together and that's where the saying tying the knot came from.
