Cut along story short wife's dad died a few years ago his wife is still alive in there will when anything happens to his wife everything gets left to my wife and her stepsister can that will be changed for example can his wife change this now and leave everything to someone else thanks in advance

Simple answer YES its likely its a second death will. Your father passed his estate to his wife. So I suspect if your father didn't put a clause or instruction in the will his wife can bequeath it to who she wishes. One very important thing is if a solicitor is name as the executor of the will they can take a good size chunk of the estate in costs I.E 3% of total and the expenses.
