ipod not turn on

hello
i have a ipod touch 8gb with a problem
the ipod not turn on
when i plug to usb computer or direct to the charge, the simbol battery show red and then the screen flash with the apple simbol
they still flash
itunes not recognize ipod. any solution?
could be the battery?
