Stream my TV over HTTP / internet??

Hello All,

Is there a way to stream the live TV pic over the net? i.e. lets say I am watching a channel is there a way by my fixed IP of logging in and watching the channel so my old fella could watch via his pc?

EDIT - I know how to stream over my lan, and PC's in the house. Just outside of that.
