I have a static dish on 28.2e does my 5402 hd need cccam and softcam installed, are these what's called addons which have to be loaded with the patch?

If using tm for fta only then no and no softcam for 28.2 but for anything else addon 002 will be required

Only if you want to go the c.s. route client only you will need to load the Add-on cccam/newcamd will get enabled with this the patch will get you the xxxdrives when in the entertainment menu press "1149" if you want them active they are the same as youtube only the adult versions
softcam keys will only open channels for you on the satellites at 13+19+23.5+39 east and a few bits on other sats so only any good if you have your dish aimed at those sats

The sats you mentioned 13+19+23.5+39 east are these individual sats? do I need a motorized dish to get on to them? and if my dish is on 28.2e with or without the patch i would only get free to air stations is this right?, would i need to patch it at all?

if you want to go the cardshare route (client only)and get the full potential of your lanport you would have to patch if you're happy with the freesat/fta part of it you don't have to patch it .
and for the other sats you would have to move your dish or go motorised or get a multi lnb bracket(and a bigger dish more then likely)
