How many km has the vehicle? Personally i don't think that is a head cylinder gasket, it is probaly your heat exchanger (OIL_water) which is dead.
Check the heat exchanger first of all

oil in the water can be a sign that the head gasket has gone, a compression test will show if it has gone

will it show with compression test?,for oil to go into water bottle oil pressure has to be greater to force into cooling system,was the vehicle run without antifreeze,partly frozen and damage due to weather being bitterly cold.heat exchangers common on vws to go causing thick sludge in bottle.

you need to compression test - it will definately show if head gaskets gone. has the sump level risen? did the vehicle smoke?
no it wont ? it will only show on compression if the seals round the pistons are busted
if water jacket to oil galeries are leaking it wil still show full compression?
pressure test or leak off to determine
also an engine code would be an advantage?
as we cant see what system is on your van?
but ive seen impeller on pump comming off and cooking the oil cooler ??
thus oil in water
but not usually the other way around
with as said oil pressure far greater than water pressure

I done one the other day with the same problem, it was the oil cooler
It is not very often that cylinder gasket blows up, so i agree with you that is the main problem

HI ITS DONE 180,000 miles just got it today its rearwheel drive luton and i asked the driver he said it just cut out then had it towed back and its been sat there for 2 months im just putting some life in the batt so i can have a look would the oil in the water stop it from running i wouldnt of thought so my self but in old school there was mk2 escorts going when i last worked on cars and there was no smoke from the back and im going to make sure they never put petrol in it well ive seen that done before

It hasent really a lot of kilometers done, oil in water will not stop the vehicle starting, by the way check oil level and if the vehicle has stand more than two months without starting you are good to change oil and filters
it's also worth checking the cylinder head temperature sensor as i've had these in the past stopping the vehicle starting. also check the fuse to the injector pump supply - should be in fuse board under bonnet -top left fuse 10a
if its a non runner why are you fcuking about with all the "might be" faults.
1) put a good battery on it and give it a squirt of something flammable and see if it fires all four on that.
If it does, then there is no major mechanical faults. ie chain fell off or valves or pistons etc
If it dont, then you know the greasy bits have to come apart.
head gasket gone you can pressure test if it goes up more 10 bar as it comes to temp head gasket gone air in to the combustion chamber skim and pressure test head
