Default Peugeot remote central locking fob question

So, after cloning/programming a used replacement BSI and IMMO OFF on the ECU i finally have a running 2003 Peugeot Partner. The next issue is getting the high frequency fob back in action. I was expecting to be able to sync the fob in the usual manor by switching the ignition on then holding the lock button for 10 seconds, this doesn't work and after reading up on the issue this seems to be why:
In the factory, a brand new RFID chip and central locking board are "paired together" by programming the central locking board with a unique identifier number from the RFID chip.
When you synchronize a key, the system checks that the RFID chip and central locking board have the same identifier. If they don't, the system rejects the central locking board.
If this is correct i'm unsure how to resolve the issue, i obviously can't program the old RFID chip into the new BSI and the remote board will be rejected by the BSI if used with a new replacement RFID chip. I've searched the forum but can't see how to resolve the problem, can anyone please advise?
