Ethernet port dead

I am having network issues all the capacitors are good around the asix chip i compared it with a good dm500s that i have when i connect from my pc to the dm500s it connects at 10mbps only.
On the good dm500s that works perfect it connects at 100mbps no problems.
I also noticed on the bad dm500s the 2 green network led inside the box comes on without the network cable plugged in and on the good dm500s light comes on only when cable is plugged in.
Could it be the asix chip is bad or is there a work around this.
Can't get in the box with dcc.
Anyone had similar problems
