There is a swirl flap on the intake manifold. Could this cause a malfunction? I will remove the intake manifold.

Potential causes of a P0299 turbo underboost code include:
    * Intake (induction) air restriction or leak Failed or damaged turbocharger (sticking, binding, etc.)
*Faulty boost/charge pressure sensor Faulty wastegate bypass regulator valve

A problem was detected in the turbo hose o-ring. O-ring replacement. There is no p0299 error code. turbo pressure increases to 1.5bar. But the automatic transmission car does not exceed 3000 rpm. Same in neutral gear.

Got a 1.9 passat for half price because of same oring on turbo hose. Smokey and low power sorted after replacement but the giveaway was the spray of oil in the same area

Currently the ori file is loaded in the ecu. I tried egr off, swirl flap off, tva off file and there was no change. I also tried the MAF sensor. I also tried straight pipe.

Vacuum issue, waste gate issue, or turbo has ashes deposits. Like all of you already wrote here... Must be checked...
I blame some vacuum leak, or turbo vacuumatic capsule screw.

The problem is solved, they put oil in the tank, the car cannot turn over because the pump cannot draw.
