i cant open programs with double click

i cant open programs with double click on my area on my mini laptop each every time i double click, it pops out the properties of the program only when i right click on the program and click open before it could open.
pls can anybody help me on this.

if u have windows 7 or vista click start and write the work mouse and open then and check settings
