Peugeot 207 windscreen wiper not working

Peugeot 207 year 2009 if wiper motor is disangaged from wiper arm the motor will spin.

If motor is linked to wiper arm there will be no movement.

Tested 2 wiper motor and both same behaviour.

Wiper arm is free to move by hand if motor is not engaged.

Wiper stalk?
Wiper motor?
Other?

I think it's a weak relay contact in the BCM or a weak grounding
