tracing is not enough you have to measure voltage at that point VDD VDDA VACO to see if there is between the 4.5 and 5 volts as shown in the diagram , because i think that the chip is not dirctly empowered with a direct 12V line, there most be some filters and capacitors before that .
and i think there some where the the chip is not being powered properly . i guess
