the cheapest would probably be to use an auto locksmith with the software and kit, i know its not the answer you want or expect but will still be safest and cheapest route.

buying a good working chinese snide fvdi should work if an ok snide tool, with these you pay and take your chances if you get a good snide it will if not it wont so not absolute .

failing this i doubt any good programmer will be cheaper than using an auto locksmith for this most kit that can do this will cost far more than an auto locksmith will charge.
