upa usb reading 95320

i tryed to read vith upa eprom 95320 and it says vcc error cable 9 and cant read it i conected eprom like this

cable: p3 p6 p2 p7

cable: p5 p4 p8 p9

vhen i go to conections it says cable 9 2.08V and it is red value
vhat did i do wrong

Connect like this it should work, if not try to use external power or else chip or UPA is defect.

Think you have 2 pins connected wrong if i can make out your diagram.. waiting to be told otherwise
