I don't have schematics for these remotes but I'm pretty sure it's just a Tx system, not a TxRx system. Meaning it doesn't receive anything from the car, just transmit.
The only other thing I can think of is rolling codes. Have you tried wiping out the remotes from the car and programming over?
thanks for ur interest, i dont understand what is Tx and Rx but the car send and receive data from remote, because when u try to start the car it search for the remote and send signal if the remote replied it start, otherwise dont.
i always do reset( clearing all the keys) and some remotes are immediately programmed but many wont, all the remotes are used.
i tried TechStream but the same result.
good finding friend,i use techstream to do prius never had problem,buy once i program 09 corolla with smat key,has same part no. as you have,refused to accept keys.then car secuirty system locked up after few tries.i asked the custmer to take it to dealer,but custmer just change the fob battery and call anter guy with small denso toyota scan tool ,and he did it without resetting the smart key system and car accept the key.
i know camery,corolla ,avalion use same key fobs part no.
Tx= transmit
Rx= Receive
I still think it's a transmit remote only. 95% of remotes are transmit only. I found nothing on the net that those remotes save any info like the BMWs and Benzs
Could be the programmer you are using. But one last thing to try if it's a rolling code issue is to short out the battery pins on the remote while battery is out for some seconds and try again. I'm really lost on this one.
Simply take out the battery and jump the positive terminal to the negative terminal of the board of the battery leads. for a couple of seconds. Maybe discharging any caps or what not on the remote to fully reset it by doing that.

any update maybe u can read the chip in working keys and in non working keys to check if it s same consistency
