that's odd. what year?
are you trying dedicated eobd, or dedicated shitty rover?
try taking the bettery off (- then weight it in)
Also try BMW - just a thought.
Have had that before, runs fine, nothing talks,
BUT see if you have an option on your scanner for
"diagnostics on pin 7"
or
"diagnostics on pin 8"
Golderen opertunity for a cut and butt on obd socket.

~~~~ it off to somebody you don't like.
1) Loom rotten behind bumber - nla
2) Fan(s) ~~~~ed *THINK* nla
3) control box ~~~~ed - 2 types 1 has 2 relays, one has control unit.
*THINK* - NOT 100% SURE
'nExt' to the battery is the wiring harness for the fans - multi plug
*THINK* neg, pos, ignition sense, speed 1, speed 2.
poke and probe, flick on a/c wait 30 seconds, ~~~~ it off.
take customer in office, ~~~~ him off.
If it's an estate - brick the back window - instant write off - no such thing as a back window for a rover 75 estate anymore
