Check turbocharger wasgtegate regulator arm as well. Sometimes they are sticking.
But anyway this all does sounds like next turbocharger.

Check vacuum hoses, connectors should not be oxidized. The hoses can be cracked or have broken.

I think that this defect is due to the electric for the turbo. you can see that the fault appears when the engine is starting, then in that case the unit makes a test is the actuator is faulty

Is it working on actuator tests?
As I said it's worth disconnect wastegate regulator arm and check how it's moving.

the wastegate is free ..... if you notice the lack of time and while the engine is for crazy people in motion .... I believe that the actuator is inoperative and I think that is very expensive

    Common fault on variable turbos,
Main cause is incorrect spec of engine oil of lack of servicing !
These cause the turbo adjusting mec to stick & it is not able to adust the collar,
We have just cleaned the turbos in petrol with the aid of a spray gun & very small brush (tooth brush).
But be carefull not to damage the vanes.
Then dry off the assembly & refill the turbo with clean oil (in the lube circuit & spin with your fingers gently)
What happens is that oil deposits & crap bake to the inside of the turbo giving all sorts of problems.

But if you are not sure how to clean it, take it to a turbo repairer & have given a clean & health check.

For more on these types of turbos go to www.AFTERMARKET.com
There was an article writen a few months back,

the auction is not stuck. can be as you say if you heat too. but the problem is too cold before starting the engine ... if you see the mistakes the defect occurs when you start or when the engine is off with you in position off / on
