just been told that if Portsmouth get a winding up order on friday. That Liverpool will go into 4th place because all the points that a team got of Portsmouth get wiped of and spur and city beat them twice and villa beat them once

Yes that is true, but, they are likely to go into administration on Friday to prevent the winding up order and court hearing on Monday. This will just give them a 9 point deduction and write off unpaid debts.
Yes they will get religated for sure after that deduction but a better option for them.
