When you say low beams always on, your talking about daytime running lights or they are just on all the time with the key out and the door locked??

Easy assuming you have European switches. Ignition off lights set at 0 turn left hand indicator on and pull for main beam turn ignition on and wait for 6 clicks of indicators ignition back off job done to reactivate do the same again only with right hand indicator.
    Note:
If you have xenon's, you must use VCDS to disable them / lower them.
If you have HID Xenon's its not recommended as this is not good for the ballasts.

You cant change it via switches if its not halogen (at least i don't think you could try doing it with my last post)
Open vcds and select central electronics - 09 then under Advanced- Functions your looking for Coding - 07
You need to edit byte 11 which in your case should be 48180A3E9825F3C0408800842400892443550088736D8D6064 8000200000

Change it so the box Bit2 [Daytime Running Lights (via low beam) Active] is unchecked.

If you have halogen and don't do it through the switch then its Byte 15 you need to edit.

How did you get on with this as I own a 2009 halogen and that's easy through switches. It would be nice to know if this worked for you??? MH I respect your thanks as you seem to give respect where respect is due. And you give a shitload of good info. ok it may be in rhymes but its always good.
