Arrow Strange upload speed on mifi on 3 mobile network

Have a sat dreambox an use a mifi wireless moblie 3 dongle to connect to a server via internet.

But my connection to the server is to slow so my tv picture breaks up.

Am told its my upload speed is to slow.

But if i use internet on my laptop at the same time as my tv the tv works fine. as soon as i disconnect laptop tv breaks up.

Strange as i was thinking that not having laptop on would make things better.

    Can anyone understand this?

The CS requires that 'something' happens approx once every 10 seconds. It may be that the mobile dongle auto disconnects you after just a few seconds of inactivity thus its constantly having to re-establish communications every time. If the laptop is connected and accessing the internet then maybe these disconnects dont happen.
