sell it on Ebay (with fault mentioned) or send it to Actia for repair (will be expensive i guess....)
I'm afraid there will be no cheap solution for this tool....

Bios passwords are usually quite esily overiddien, you would need the manufacturer of the board and revision number. Doubtful Fiats architecture design team would got to the length of writing their own full bios.
What displays at boot post?
Do you know anyone else with examiner? If so compare all hardware. Any pci device onboard can be locked to bios, but if you can identify the one that has an incorrect pci-id then you can swap bytes of the number to give the same as comparison unit or you can mount in your pc using a pci adapter.
Maybe someone has tech manual with the relevat hardware specs on it?
If you do not feel like going down that route then you could pm me a price. I like to tinker.
One other pointer, a Linux Live Cd is most handy for these kind of issues.

it's a windows 98 based touch-screen laptop with dedicated hardware inside, especially the VCI (communication) card is the tricky one ....
Fiat Ecu Scan is a good alternative for it's price - it doesn't have all Examiner functions but does lots of them for a small price.

you have to precode a unlocked ID48 transponder first using the eeprom of the body computer and a key programmer like Zed Bull , SBB etc.
