Can you try with UPA if you have it, with a hope that the MCU is not secured. If you've tried a lot but still failed, there might be a technical issue related to this mask set.

I want to know how the thing goes with UPA, if it works I may be able to give some answer.

What is the crystal freq. on the board

I would say that for this 'grouped universal menu, MC9S12-EEPROM-(secured or unsecured) and MC9S12-FLASH-(secured or unsecured)' the setting for CLOCK on the SW is not a concern, no need to set and can be any. But my interest is what the crystal on the board read? Better with good photos of your board, as well as photos of your cable I said in the PM.

Just read more, your mask set has quite many errata from factory including one EEPROM read/write problem. Want to check that it can be your concern or not.
