E320 daylight enable, dash miles to km conversion

I'm a key guy and don't do coding need help for my car here:

Need to recode E320 2006 from USA miles to Canada KM and enable Daylight Running lights.

What is the main steps in accomplishing this, please?
Need developer's mode, correct?
Need online coding or can offline DAS do it?
