Is possible to place immo off with virgin eeprom??!:)

Hi friends
I have my programmer eeprom damaged and need to put immo off, a rover 214i.
1-Now I wonder if anyone in DK, already put immo off without entering bin changed and cut pin 13 and ground pin 4 of the relay module?
2-welding a new eeprom, nothing inside (93c46 serial) can put immo off?
3-can work, yes or no?

I have not done anything in the car, the engine will not start by having immo on.
The ecu is good and the SOIC 93c46 too.
I want to know if a new 93c46 virgin, I can put without programming immo off?? thank you for your opinion,if anyone has different suggestion, also thank
