I think limiter is in the flash

VCDS on engine/login 12233 .... adaptation/18...and write new value for limit

hi i try to remove speed limiter from my edc15c4.
with vcds i can only go down,
i try correct procedure, go to login digit 12233,adaptation channel 18,but a cn program only in down.
i try to program with eprom 35p08 but not change my limitation value, i use another sw for eprom, do it immo off but i 've always limit at 100km/h.
it's possible thet it's in flash?
