Try disconnecting the satellite cable from the back and keeping it out then reboot the box.

Had this problem on a S9 the other day box would either show a flashing power icon or it would show ON and wouldn't go no further. Finally figured out that the satellite cable was causing a short, by disconnecting the satellite cable then rebooting the box.

Failing that, I'm near sure there are guides on here for recovering a bricked Openbox

    Default Openbox stuck on "ON"

    Its a common problem!
Browse back on DK for a few pages and also the stickiesand look for this problem. Generally it requires a null serial cable and an update program. Just keep browsing and the answer will appear !

Yep found it i do not have a serial port on pc or laptop used a usb to null cable to get around this when ftping to a box. However it does not seem to work with this program as it keeps telling me unable to open com port.Am i right in my thinking it is because it needs to be connected to a serial port and thank you guys for your help
