1999 International 4700 - ServiceMaxx won't connect

I have a 1999 Int. 4700 that I am trying to diagnose, but I am unable to connect using Servicemaxx. I am able to connect to the ECM in one of our other Int. trucks, so I don't think its the software. Any ideas?

There is acouple of things that could be wrong but first is will it start up as if it won't then the fuse for the ECM in the battery compartment on the battery jumper wire might be no good or the fuse blown. Other than that it could be the data link wiring, you might want to see if you can get comunication from the ABS system or something just to see if its the data link on the truck or the Engine.
