Its a good solution for total EGR off on this ECU?

EDC16C34
Read by BDM
I dont have any experience with this unit and i dont know how it is writing throught BDM.

That file you posted is EGR closed by hysteresis, unless you have a problem with the electrical circuit it should work to keep egr closed.
If you have any damaged component you must go and delete related DTC too.
