Help with rust

Guys I need help with rust around my wheel arches.
I've rubbed it all down but every time I paint it, the paint just bubbles. I've tried everything but no joy the rust bubbles come back within days. I've even tried rust curers but same result.

must be severe if the rust curers dont work,probably needs to be sanded right down to see the wheel arches vanish due to lack of metal.

I'm currently waiting for the weather to turn good. I've got some wire wheels for my drill, a bottle of kurust and a tin of hammerite no1 rustbeater primer.
