Make sure your init sequence is correct and in your picture you don't have the WDT marked - are you earthing it?

You have loaded the TMS470R1VF288 project file and not just selected the processor from the drop down list?

It can be a pain in the arse reading TMS470 in circuit inside a Ford radio. You can have problems for ages and start doubting yourself. Then, eventually, it just starts to work and stays working. It is very strange. When using J-Mem, I sometimes have to connect using J-Flash and then immediately disconnect before firing up J-Mem and then it works. Keep at it and you will get there. Maybe scope the connections to see if you have good waveforms (although, I have never had bad waveforms when I have struggled to connect).
