In the manual of the 37/38 page shows your Motorola. Not remove it from the board. Soldering four wires as indicated in the manual!

I have read and MC to solder cables and bckgrnd low error and lift the bkgd pin same problem.lift the reset pin same problem

Now i remenber that i had a similar issue, and UPA didnt solve my problem
and after talking with a friend, he reported that same problem.
I solved this using carprog (ori) and feeding both vcc
if you have carprog you can test

Have you tried lifting only VDD and RESET from the PCB?
I have read some 9s12 MPUs this way.
Also you may need to change oscillator to 4000 or 6000. Sometimes it doesn't work when it is on Auto.
