hi there, is there a way to make my s3 mini 4G compatible, a download or an upgrade or something to that effect, any thoughts welcome

I'm only guessing but i would have thought that the 4G capability was built into the phone using components on the main board and not something that could be changed simply by a software upgrade.
So in short i would say no it can't be done unless you go out and buy a 4G capable phone.
