In the Legacy MY 99-2002 Twin Turbo (also called B4 RSK) has been installed Unisca Jecs ECU with few variations of MCU Renesas M32R (different memory sizes). Module 29 for MMCFlasher will help you (can read/write all this ECUs). In Legacy 2003 TwinTurbo BE5 and WRX STI 2003 has been installed ECU with MC68 MCU inside and you can read / write it with Ecuflash free software (via Open Port 2.0)

What you mean 'blank ecu'?
If you mean that ECU as new in factory state - MMCFlasher allow read/write ECU without problems
If CAN connection with ECU not possible (in case if bootloader in flash of MCU Renesas has been destroyed) only Pisaini, Fgtech and similar tools can write flash in MCU (via RX TX connection on the bench)
