Default E93 ELV replaced car not start no ignition

I had this E92 2006 aut a few months ago, Done with DP3 make cas obd.
Everything was ok, last week car had ELV problem. ( put key in, steeringlock did not free up, remote works no start

Owner took it to an indy who replaced with new steeringunit ELV from the dealer. when key in ignition, steeringlock free up. but still no start. INDY says he can`t sync cas elv because ignition needs to be on. No update has bin carry out by dealer or Indy. Remote still work.

I plug in diagprog3 and i can access cas and shows correct mileage.
i check with bmwscanner and everything looks ok, keys ecu dme are ok.

Can the CAS be corrupted any way??
Does someone have Rosfar flash file for:

    CAS3: 61 35 6943814-01 2063101025
    HW C3
    SW 09.3
    DIAG 06
    INDEX 06A0

    **V 1.4.5
    OSV 3.3.0

    Thanks

You need to sync Elv and cas .
This needs to be done with diagnostic tool ,like ICOM or etc.

Everything you have to do is to reset/delete the internal ELV error counter in CAS.
You don't need Kl.15 to do this. CAS (and other units) can be diagnosed without Kl.15 on. You need original BMW tool to do this e.g. Ista/d. It is listed under Service Functions/Steering
