At this point there is no start at all bt I understand that when there is jst a immo problem it will start and cut after about 1second I had these symptoms with other VW before.
But at this stage I have the engine swinging but no start .
No current to Glow plug and injector
Crank sensor good and have pulse and all power same for cam sensor.

If I squirt some starting fluid in intake while cranking the van starts but cuts when fluid runs out

The original type ECU for this caddy is EDC16u1 "GP" this type ECU came originally with the vehicle .
And this is the type I have now and trying to get working on vehicle.

I have only tried the golf 5 type ECU as I was failing to find the "GP" for a long time

Man, the Bosch number on the original ECU and the ECU you want to put. They tell you what hardware configuration is in that ECU.
Those in the form 0 281 xxx xxx.
You either have an incompatible ECU or you have another problem on the car.
That's why I asked you about these Bosch numbers.
Because as our colleague Panathaole said, in case you had a problem ONLY immo, the engine must start and then stop.

0281012168 03G906016GP comes with at least two SW update versions 6250 and 7001. If their SW are not the same this might be the source of your problem.

You can check it on ECU's label. But if ECU has been updated by dealer while servicing, or by previous owner etc. this would be incorrect as label still will have old update version number on it.
or VCDS which I use it, can show ECU details. Do an autocan with VCDS then on autoscan page check '01 Engine' it will show ECU details i.e
Part no SW: 03G906016GP HW: 0281012168
    Component: .................6250 (or 7001)
Also, For sure any flashing or programming tools MPPS, VCP, KESS, KTAG, BDM etc all show ECU details.

    So yours:
    Part no SW: 03G906016GP HW:
    0281012168
    Component: R4 2.0L EDC 0000 SG 7001
Given that you have Vag Can Pro you may try to re-flash the current SW: 03G906016GP_7001.sgo
