He may point out that even though the home secretary says they're unsafe and he can't use them..... that he has kept them for use against Londoners, just in case they don't see his point of view
Boris Johnson says he will keep his new anti-riot water cannon - despite not getting approval to use them from Theresa May.
The Mayor claimed he could “readily” get permission from a future Home Secretary to deploy the high-powered machines in an emergency.
Labour branded the three cannon, bought second-hand from Germany for ?218,000 last June, as a white elephant. Government sources have made clear that they will not be approved for use in crowd control in the foreseeable future.
Defending the purchase, Mr Johnson insisted: “The police requested them, they have bought them at a very good price, they have them, they train on them, there is a vanishingly remote possibility they might actually need them or use them. In that event I have no doubt at all that any Home Secretary would readily issue a licence.”

.................... that he has kept them for use against Londoners, just in case they don't see his point of view and a future home secretary changes their mind. It's likely that if the poor of the city don't move out as part of the Tory social cleansing initiative that he may use them.
