How wrong is this cylinder compression test result?

You are at about 21-24 bar per cilinder. ( Ideal is 24 bar on all off them).
The engine should work good. I had one with 12 bar on one cylinder and it was working good, just had a bad cold start on winter.
You have other problem if it is idling bad.

But are you sure that all the valves are opening.
Try removing only oil head, and see if there is anything broken.
Otherwise you have problems on injectors.
